PayPal's European service is provided by PayPal (Europe) S.à r.l., based in Luxembourg, under CSSF authorization. Because it lets Portuguese consumers buy from overseas sites without handing over their card details, it functions as a trust mechanism that gives a real conversion boost to businesses perceived as "overseas sellers," such as Korean merchants.
Portuguese consumers tend to use domestic methods like Multibanco reference numbers or MB WAY for shopping at home, but when buying from overseas sites, they tend to prefer paying through their PayPal account rather than entering their card number directly. The European service is operated by a Luxembourg-licensed entity, which provides regulatory credibility, and its buyer protection program lowers the psychological barrier to buying from an unfamiliar overseas seller.
For D2C stores selling directly from Korea to Portugal, digital content and games, and marketplace sellers, keeping PayPal available alongside local methods is a basic setup that reduces cross-border cart abandonment. The effect is especially clear for businesses with a high share of first-time customers.
When a consumer selects PayPal at checkout and logs into their account, the amount is paid from a previously linked card, bank account, or balance, and approval is confirmed instantly. Because the login and device authentication steps absorb PSD2's Strong Customer Authentication (SCA) requirement, payment is often completed without a separate 3DS screen. Since the merchant never holds the consumer's card details, the data-protection burden of cross-border transactions is also reduced.
Through Hecto Financial, a Korean entity can consider accepting PayPal from consumers across Europe, including Portugal, with a single integration. Buyer protection and dispute-handling rules, and the actual terms (settlement cycle, fees, currency options), need to be confirmed through consultation before signing a contract.
※ This section describes the general integration process and does not guarantee that any specific merchant can actually integrate this method. Please consult with us to confirm the exact scope of support and applicable fees.
Confirm whether a contract is available for merchants registered in Korea
The integration approach and priority differ depending on your online sales channel mix, such as your own store, open marketplaces, or a mobile app
Confirm in advance whether your category falls under the merchant policy restrictions of the PayPal operator
Confirm compliance with EU payment regulations such as PSD2 and SEPA (see the official sources below)
The amount paid by a Portuguese consumer is collected by Hecto Financial in euros (EUR) and, after currency conversion, settled to the Korean merchant in whichever of USD, KRW, or JPY was chosen in the contract. Because PayPal transactions can involve holds and refunds arising from buyer protection disputes, it is a good idea to set up separate response processes for standard refunds under an EU consumer's 14-day right of withdrawal and for PayPal's own dispute procedure.
Hecto Financial's team can work with you to review the right combination of payment methods for the Portuguese market.
