Priority candidates are travel-related industries such as hotels, tours, and car rentals, and global online services with a meaningful share of American customers. If you are targeting local Portuguese consumers, the main setup should be Multibanco, MB WAY, and major card brands rather than this method, with Discover as the final piece layered on top.
When a holder of a foreign-issued Discover or Diners card enters their card details, approval takes place through the Discover global network. Since the issuing country is mostly outside the EEA, PSD2 Strong Customer Authentication (SCA) is not always enforced, but 3DS authentication may still apply depending on the transaction combination, so it is safer to configure support for all authentication flows.

Even for foreign-issued cards, transactions targeting Portugal are denominated and collected in euros (EUR) by default, and are then converted by Hecto Financial and settled to the domestic merchant in whichever currency — USD, KRW, or JPY — was chosen at contract time.
