PayPal is an account-based wallet operated in Europe by PayPal (Europe) S.à r.l., licensed by Luxembourg's CSSF. In the Netherlands, where iDEAL dominates local transactions, PayPal's role stands out in cross-border purchases—that is, transactions with overseas sellers such as Korean merchants.
About 70% of e-commerce payments in the Netherlands go through iDEAL, and credit card adoption remains low, so local consumers often reach for a PayPal wallet instead of a card when paying on overseas storefronts. The buyer protection PayPal offers in case of disputes is a key reason Dutch consumers choose it for cross-border transactions such as overseas direct purchases and digital subscriptions.
A merchant selling directly from Korea into the Netherlands is, from the consumer's perspective, an 'unfamiliar overseas seller.' For categories where first-purchase trust is critical—such as games, digital content, and D2C brands—an effective setup is to make iDEAL the default while running PayPal alongside it as a cross-border trust complement.
When a consumer authorizes payment by logging into PayPal, funds are drawn from the wallet balance or a linked bank account or card. PSD2's SCA (Strong Customer Authentication) is handled during PayPal account login and device authentication. Approved funds are received by Hecto Financial in euros (EUR), converted, and settled to the Korean merchant in the contracted currency—USD, KRW, or JPY.
Through Hecto Financial, a Korea-based company can consider accepting PayPal without a local contract in the Netherlands. Because dispute and chargeback handling involve wallet-specific operational items, terms based on industry and transaction volume should be confirmed before signing a contract.

Confirm contract eligibility as a Korea-based business
The integration approach and priority vary depending on your online sales channel mix—owned storefront, open marketplaces, mobile apps, etc.
You must confirm in advance whether your business falls under a restricted category under PayPal's merchant policies
Confirm compliance with EU payment regulations such as PSD2 and SEPA (see official sources below)
PayPal payments from Dutch consumers are denominated in euros (EUR); Hecto Financial receives and converts the funds, then pays the Korean merchant in the contracted currency—USD, KRW, or JPY. Because PayPal's buyer protection tends to generate relatively frequent dispute refunds, it is advisable to build refund and dispute response deadlines into your internal CS process.
Hecto Financial's team will work with you to design a payment method mix suited to the Dutch market.
