The default for online payments in France is the CB card, but for transactions where trust is critical, such as purchases from overseas merchants, wallet-based payments capture a larger share. PayPal operates in Europe through a Luxembourg entity licensed by the CSSF, placing it within a regulated framework, and it is a brand French consumers have long been exposed to; its buyer protection program also lowers the psychological barrier to cross-border purchases.
It is especially useful for Korean merchants entering France for the first time—that is, at a stage when they have no local brand recognition yet. When a consumer selects PayPal at checkout, they log in to their PayPal account to approve the payment, and the funds are drawn from their linked card or bank account. The card number is never exposed to the merchant, and wallet login and device authentication are combined with PSD2 SCA handling. A separate dispute process is operated, so merchants also need to prepare a corresponding response process.
