🇫🇷 France Discover Payment Integration Guide

Discover is a US-based card network linked to the Diners Club network, with almost no local issuance base in Europe, including France. In the French market it should therefore be approached not as a primary method but as a complementary one, to avoid losing payments from visitors and expatriates carrying cards issued abroad, such as in the United States.

When to consider Discover payments in France

France is one of the world's leading tourism destinations with a steady inflow of American visitors and international expatriates, but local payment defaults to the CB card, and Discover has virtually no issuance base within France. The value of accepting Discover isn't about reaching French consumers — it's about preventing declined payments from customers holding cards issued abroad in the Discover or Diners Club family.

It has a complementary effect for merchants that actually see traffic from cards issued abroad — tourism and hospitality-linked commerce, global sales sites with a meaningful share of American customers, and services aimed at expatriates or international students. It's not too late to decide after checking the decline rate for foreign-issued cards in your own payment data.

Basic flow of Discover payments in France

Holders of Discover or Diners Club cards pay by entering card details just as with a standard card payment, and even a foreign-issued card can be subject to authentication under PSD2's SCA policy for transactions with a merchant based in the EU. Whether the network is accepted depends on the integration configuration, so this should be confirmed in advance.

Hecto Financial's Discover coverage

We recommend reviewing together whether the Discover network can be included within Hecto Financial's card acceptance scope, and whether it offers real value given your merchant's customer mix. Coverage of local French customers is handled by CB, Visa, and Mastercard, so the roles are clearly divided.

※ This section describes the general support process and does not guarantee actual integration eligibility for any specific merchant. Please confirm exact coverage and fees through consultation.

What to confirm before applying and integrating

  • Business registration country

Confirm contract eligibility based on a Korea-registered business

  • Sales channels

Integration method and priority differ depending on your online sales channel mix — owned storefront, marketplaces, mobile app, and so on

  • Product categories

Check in advance whether your product categories fall under Discover's restricted merchant categories

  • EU regulatory compliance

Confirm compliance with EU payment regulations such as PSD2 and SEPA (see official sources below)

Settlement currency, settlement cycle, and refund terms

Discover transactions arising in France are also processed as euro (EUR) funds, received by Hecto Financial and, after conversion, settled in whichever of USD, KRW, or JPY is selected in the contract. The settlement cycle follows the contract terms, and refunds are processed as a cancellation of the original transaction. If you are selling to consumers within the EU, handling the 14-day withdrawal right works the same way as for other cards.

France Discover payment FAQ

QDo we need Discover to serve French customers?
No. With almost no local issuance base in France, the effect on covering local customers is minimal. It should be judged as a complementary method that improves payment success for customers holding foreign-issued cards, such as from the United States.
QIs the settlement structure different from other cards?
No, it's the same. Hecto Financial receives and converts the EUR funds, then settles in whichever of USD, KRW, or JPY is selected in the contract, with the cycle following the contract terms.
QHow should we decide whether to adopt it?
It's reasonable to check your own payment data for Discover/Diners-family attempt and decline counts and the share of American customers, then see whether the revenue you're missing outweighs the integration cost.
QDoes SCA apply to foreign-issued cards too?
The scope of authentication requirements can vary depending on how the EU-based transaction is structured. The authentication flow, including 3DS support, should be confirmed against technical documentation during integration.
