PayPal is a wallet widely used in Finland too, operated out of Luxembourg to cover the whole EU. For Finnish consumers who expect buyer protection when dealing with overseas sellers in particular, it's a channel through which a Korean merchant can convey trust.
PayPal is operated by PayPal (Europe) S.à r.l., based in Luxembourg and licensed by the CSSF, covering the whole EU, and it's commonly used in Finland as well. Finnish online payments center on bank-link payments and cards, but for cross-border purchases from overseas merchants, PayPal tends to be preferred for its buyer-protection safeguards. The more unfamiliar the overseas seller feels to the consumer—as is the case with a Korean merchant—the more this trust effect is felt.
It suits overseas direct-purchase retail, digital content and subscriptions, and secondhand or hobby categories where dispute protection matters. A common setup pairs it alongside Finland's traditional local methods (bank-link payments, MobilePay) as a trust supplement for cross-border payments.
When the shopper logs into their PayPal account and approves the payment, funds are deducted from the linked card, account, or balance. Account login and app authentication also double as PSD2 SCA compliance, which keeps the checkout step short. Hecto Financial receives the payment funds in euros (EUR), converts them, and settles with the merchant in Korea in whichever currency—USD, KRW, or JPY—was selected under contract.
Integrating through Hecto Financial lets a merchant based in Korea consider accepting payments from Finnish customers without going through PayPal's merchant onboarding process individually. Because account policy and dispute-handling structures differ from cards, coverage and terms need to be confirmed before signing a contract.
※ This section describes the general integration process and does not guarantee that a specific merchant can actually integrate. Please confirm exact coverage and fees through consultation.

Integration method and priority differ depending on your mix of online channels—own site, marketplaces, mobile apps, etc.

Confirm compliance with EU payment rules such as PSD2 and SEPA (see official sources below)
PayPal transaction funds are received by Hecto Financial in euros (EUR) and, after conversion, settled with the merchant in Korea in whichever currency—USD, KRW, or JPY—was designated under contract. Funds may be temporarily held under PayPal's own buyer-protection and dispute procedures, and a Finnish consumer's 14-day withdrawal request can also be filed separately from that process, so refund and dispute-response procedures should be arranged accordingly.
Hecto Financial's team will help you review the right combination of payment methods for the Finnish market.
