paysafecard is a prepaid payment method operated by the Paysafe Group, based on a 16-digit PIN, that lets consumers pay without linking a card or bank account. This guide sets out the criteria for adoption for Korean businesses selling digital content in Norway, where gaming and esports spending is strong.
Norway is a market with high income levels and strong spending on gaming and digital content, but precisely because its payment infrastructure is so advanced, there is a clear demand from consumers who prefer not to expose a card or bank account, as well as from underage users who need a way to pay. paysafecard fills this niche exactly, since payment is completed simply by entering a prepaid PIN bought at a retail outlet or online.
The primary candidates are businesses selling digital goods to Norway, such as game items and in-game currency, streaming or subscription codes, and online community services. It raises payment completion rates among teenage customers under parental controls and customers who prefer to share as little personal information as possible.
When a consumer enters the 16-digit paysafecard PIN they purchased in advance on the payment screen, the amount is deducted from that prepaid balance, and the approval result is passed to the merchant through Hecto Financial. Because this is a prepaid structure that does not go through bank transfers or card networks, there is no separate bank authentication step, and if the balance on one PIN is insufficient, multiple PINs can be combined to complete the payment.
Accepting paysafecard first requires confirming the gaming/digital content industry policy, and in some cases integration can be reviewed through Hecto Financial on the basis of a Korea-registered business entity. Settlement cycle, fees, and currency options are fixed at contract time based on the product category and transaction volume.
※ This section describes the general support process and does not guarantee that integration is possible for any specific merchant. Please confirm the exact scope of support and fees through consultation.
Confirm whether a contract is possible on the basis of a Korea-registered business
The integration approach and priority vary depending on your online sales channel mix, such as owned storefronts, open marketplaces, and mobile apps
Advance confirmation is needed as to whether your products fall under restricted categories in the PaySafeCard operator's merchant policy
Norway is not an EU member but, under the EEA Agreement, incorporates EU payment directives such as PSD2 into domestic law and also participates in the SEPA area. Compliance with these rules needs to be confirmed (see official sources below)
Amounts deducted from the prepaid PIN are tallied in NOK, which Hecto Financial receives; after currency conversion, the Korean merchant is settled in whichever of USD, KRW, or JPY was chosen in the contract. Because of the prepaid nature of the method, refunding back onto the original PIN is difficult, so an alternative refund process needs to be fixed at contract time. In addition, the EEA's 14-day withdrawal right also applies in Norway, but there is an exception under which the withdrawal right lapses once the consumer consents to immediate delivery of digital content, so it is worth stating this clearly in your terms.
The Hecto Financial team will work with you to review the right combination of payment methods for the Norwegian market.
