Norwegian consumers are accustomed to buying products from overseas sites that domestic e-commerce alone cannot cover, and when paying an unfamiliar overseas merchant, PayPal functions as a trust mechanism backed by buyer protection. With a population of about 5.5 million, Norway has a relatively limited domestic product range, which pushes the share of cross-border direct purchases higher than in many markets. At a merchant that hasn't yet built trust, such as a Korean online store a Norwegian shopper is visiting for the first time, PayPal is the option consumers choose instead of entering card details directly, and the availability of buyer protection in case of disputes raises payment completion rates.
It is especially well suited to Korean merchants in the early stages of expanding into multiple markets including Norway, or to product categories with a strong cross-border shopping character, such as premium hobby goods or Korean Wave (Hallyu) merchandise. It adds a separate axis of trust alongside local methods (Vipps, card wallets).
When a consumer logs in via the PayPal button (or uses one-touch automatic login), the amount is paid from their wallet balance or linked card/account, and the approval result is passed to the merchant through Hecto Financial. The merchant is never exposed to the consumer's card or account details, and PayPal's account authentication framework addresses EEA payment security requirements (PSD2 SCA).
PayPal acceptance can in some cases be reviewed through Hecto Financial on the basis of a Korea-registered business entity. Transaction amounts are collected in Norwegian krone (NOK), which Hecto Financial receives, converts, and then settles to the Korean merchant in one of the contracted currencies — USD, KRW, or JPY. Because PayPal's dispute (claim) process and Hecto Financial's refund policy both apply, processing deadlines should be checked against both, and merchants selling to Norwegian consumers should also build the EEA's 14-day withdrawal (cooling-off) standard into their return policy.
