PayPal is close to a global-standard online payment account, but in Thailand its personal account policy has changed over time, so local consumer coverage should be judged conservatively. This is a review guide for Korean merchants targeting the Thailand market.
Mass-market payment in Thailand is led by PromptPay and e-wallets, and PayPal's real demand base is formed among consumers with substantial overseas payment experience, foreigners residing in Thailand, and cross-border shoppers. PayPal is a global payment platform used in more than 200 countries and regions and is trusted for its buyer protection policy, but in Thailand, personal account signup and usage terms have changed over recent years, so coverage of local general consumers may be limited.
PayPal is a valid addition for multi-country cross-border stores that need to maintain a single global checkout, or services with a share of foreign residents or cross-border customers in Thailand. If your core focus is the domestic Thai mass market, it is safer to keep PromptPay and online banking as the default and treat PayPal as a supplementary method.
This is an account-login payment method where the consumer selects PayPal at checkout, logs into their account, and approves using their balance or a linked card. Transaction funds for the Thailand market are received in baht (THB), and Hecto Financial converts them and settles with the Korean merchant in whichever of USD, KRW, or JPY was selected under the contract. Since PayPal's own dispute system operates separately, its operating policy must be confirmed before integration.
Through Hecto Financial, a Korean entity can consider accepting PayPal for the Thailand market. However, because PayPal's consumer usage terms in Thailand have changed over time, the local service status at the time of contract, along with industry restrictions and fee terms, must also be confirmed together.

Confirm contract eligibility for businesses registered in Korea
The integration method differs depending on whether you are online-only or also include offline stores in Thailand
Advance confirmation is needed on whether your business falls under a restricted category under PayPal's merchant policy
Confirmation is needed on compliance with Thailand's payment and foreign exchange regulations (see official sources below)
The settlement principle is the same for Thailand sales paid via PayPal. Funds generated in THB are received by Hecto Financial, converted, and paid out to the Korean merchant in whichever of USD, KRW, or JPY was selected under the contract, with the settlement cycle and fee rate following the contract terms. Refunds are processed as a return of the original transaction to the consumer's PayPal account, and PayPal's buyer protection and dispute policy apply alongside this, so confirm the processing timeline and procedure before signing the contract.
Hecto Financial's team will help you review the right combination of payment methods for the Thailand market.
