New Zealand's card market is centered on Visa and Mastercard, and Discover cards are virtually never issued locally. So considering Discover in the New Zealand market means not serving local consumers, but rather accepting online payments from American visitors, expats, and international students who hold cards on the Discover or Diners Club International partner network. It is reasonable to prioritize this only when sales to holders of US-issued cards are actually confirmed.
Merchants that should consider this include those offering tour and activity bookings aimed at American tourists, or online services used by American expats and residents, where payment attempts from US-issued cards can be observed in customer data. For general commerce aimed at local New Zealand customers, it is more effective to first put Visa, Mastercard, and digital wallets in place.
When a consumer enters their card number to pay, the transaction is approved through the Discover network, and online transactions may be subject to the network's 3-D Secure-based authentication.
