That said, Discover is not a card used by local Irish consumers. There is essentially no local issuance in Europe; instead, it should be understood as an acceptance-side tool for serving holders of Discover and Diners Club cards issued abroad, such as in the US.
Discover should therefore be approached not as a core payment method but as the last piece of the portfolio. When a consumer enters their Discover card details, authorization runs through the Discover/Diners Club network, with 3DS-based Strong Customer Authentication (SCA) applied where required under EU regulation. A Discover payment does not arrive in US dollars — transactions occurring in Ireland are processed in euros (EUR). Hecto Financial receives and converts this EUR amount, settling it to the merchant in whichever of USD, KRW, or JPY was chosen in the contract, on a cycle set by the contract terms. Refunds and chargebacks are processed back to the original card under card network rules, and for sales to EU consumers, merchants should also account for 14-day withdrawal requests that may come in as a reason for refunds.
