With a population of about 1.3 million, Estonia is a market where domestic consumption alone doesn't fully satisfy demand, making shopping on overseas online stores a routine part of life. We've laid out the conditions and the settlement and dispute structure for presenting PayPal to consumers already used to this kind of cross-border purchasing.
Estonia has high English proficiency and strong e-commerce adoption, yet its small domestic market means consumers have long been accustomed to shopping on overseas online stores. PayPal is a wallet service provided across the EU by its Luxembourg entity, PayPal (Europe) S.à r.l. (authorized by the CSSF), and by removing the need to hand over card numbers to an unfamiliar overseas seller, it lowers the psychological barrier to cross-border purchases.
For Korean businesses, PayPal's buyer protection program can help offset the lack of brand recognition when first entering the Estonian market, making it especially worth considering for categories where first-purchase conversion matters, such as mid- and low-priced consumer goods, hobby items, and digital services. That said, you should understand the dispute-handling process and fund-hold policy in advance.
When the consumer clicks the PayPal button, logs into their own account, and approves payment, funds are drawn from the linked card or bank account, and the merchant only receives the real-time approval result. For EEA users, the login and approval process is subject to PSD2's SCA (Strong Customer Authentication) requirement, which PayPal fulfills through means like two-factor authentication. Funds are received in euros via Hecto Financial's route before moving on to settlement.
Integrating through Hecto Financial lets a domestic corporation consider accepting PayPal without a local entity in Estonia or a separate European account structure. Actual support eligibility and terms (settlement cycle, fees, currency options) vary by the merchant's industry and transaction structure, so confirm with Hecto Financial's sales team before signing a contract.
※ This section describes the general support process and does not guarantee actual integration eligibility for any specific merchant. Please confirm the exact scope of support and applicable fees through a consultation.
Confirm contract eligibility based on domestic business registration
The integration method and priority vary depending on your online sales channel mix—owned mall, open marketplace, mobile app, and so on
Check in advance whether your products fall under categories restricted by PayPal's merchant policy
Confirm compliance with EU payment regulations such as PSD2 and SEPA (see official sources below)
Settlement follows a 'receive in euros, then pay out in the chosen currency' structure. Hecto Financial receives the euros (EUR) paid by the Estonian customer, converts them, and pays out to the domestic merchant in whichever of USD, KRW, or JPY was designated in the contract, with the cycle following the contract terms. PayPal's buyer-protection decisions on refunds and disputes can affect merchant funds, and there's also a separate refund obligation stemming from the EU consumer's 14-day right of withdrawal, so set up distinct response processes for each.
Hecto Financial's dedicated team will help you review the right combination of payment methods for the Estonian market.
