Andorra is a micro-scale duty-free tourism market embedded in the Spanish and French economies, and Bizum, jointly operated by Spanish banks, is used across the border there. However, whether remote acceptance by Korean merchants is feasible for this method still needs to be confirmed, so this guide focuses on the preconditions to review and points to watch.
Andorra is a micro-state with a population in the range of 80,000, but as a duty-free shopping and ski tourism hub bordering Spain and France, its consumer financial life is effectively integrated into the Spanish economy. Bizum, a phone-number-based mobile payment method jointly operated by Spanish banks, has surpassed 25 million users; having started with P2P transfers, it is now expanding into e-commerce payments and is also used in Andorra.
That said, Bizum's acceptance among online merchants is still mainly expanding within Spain's domestic market, so it is currently difficult to say with certainty whether a Korean business can accept remote (cross-border) payments from Andorran consumers. For tourism and retail businesses with a high share of Andorran and Spanish customers, it is safer to treat cards and PayPal as the primary payment methods and approach Bizum as a supplementary option contingent on confirming feasibility.
With Bizum, a consumer links a phone number to their bank account, and when a payment is approved in their own banking app, the funds are transferred from the account immediately. Because it is an account-based transfer, the Strong Customer Authentication (SCA) required under PSD2 is handled at the bank app login and approval step. Hecto Financial receives the approved funds in euros (EUR), converts them, and settles with the Korean merchant in USD, KRW, or JPY as specified in the contract; the scope of support for remote transactions targeting Andorra must be confirmed through technical documentation and consultation before integration.
Because Bizum is built on Spain's domestic payment network, whether cross-border acceptance for Andorran consumers is feasible at all is the first thing to confirm, ahead of any other condition. If feasibility is confirmed, integration can be considered through Hecto Financial on the basis of a Korean corporation, with the settlement cycle, fees, and currency options negotiated according to the merchant's industry and transaction volume.
※ This section describes the general support process and does not guarantee that integration will be possible for any specific merchant. Please confirm the exact scope of support and fees through a consultation.
Confirm whether a contract is available under a Korean business registration
The integration method and priorities differ depending on your online sales channel mix, such as an owned storefront, open marketplaces, or a mobile app
Check in advance whether your products fall under a restricted category under Bizum's merchant policies
Andorra is not an EU member but is part of the SEPA zone; confirming the scope of remote and cross-border transactions permitted under Bizum's terms must come first (see official sources below)
The originating currency for Bizum payments is the euro (EUR). When an Andorran consumer pays in euros, Hecto Financial receives and converts the funds, then settles with the Korean merchant in whichever of USD, KRW, or JPY was designated in the contract, with the settlement cycle and fee rate following the contract terms. Because it is an account-based transfer, there is no card-style chargeback, and refunds are handled through a return transfer from the merchant, so it is advisable to work out refund procedures and deadlines before signing the contract, taking into account the 14-day right of withdrawal that may apply to remote sales to EU consumers.
Hecto Financial's team will work with you to review the payment method mix best suited to the Andorran market.
