With a young population and high internet penetration, the UAE is a market with strong gaming and esports spending, and prepaid voucher payments that can be used like cash without a card remain steadily popular in certain content categories. This guide explains the structure for accepting PaySafeCard, a 16-digit PIN-based prepaid method, through Hecto Financial.
The UAE ranks among the highest in the world in both per-capita income and internet penetration, and spending on games and digital content by younger consumers is substantial, but there is also demand outside card payments, such as from minors or consumers who are reluctant to use cards. PaySafeCard is a prepaid voucher where a 16-digit PIN, purchased at a retail point or online channel, is entered at checkout, completing the payment without exposing bank account or card details. Because of this, it is mainly chosen for digital content payments such as game items and music or video subscriptions.
Korean businesses offering online games, esports-related services, or digital content sales to UAE users can add PaySafeCard alongside cards and wallets to extend payment coverage to users without cards. For commerce centered on physical goods, this is a lower priority.
The consumer enters the 16-digit PIN from a previously purchased PaySafeCard voucher at checkout, or logs into a PaySafeCard account to authorize the payment. Because the amount is deducted immediately from the prepaid balance, there is no risk of non-payment, and the transaction amount is generated in AED; Hecto Financial collects it in the local currency and, after conversion, settles it to the Korean merchant in whichever contracted currency — USD, KRW, or JPY — was agreed.
Through Hecto Financial integration, Korean corporations can consider accepting PaySafeCard for UAE customers. However, given the nature of prepaid methods, separate policies on eligible industries and transaction limits may apply, so the scope of support by content type should be confirmed before signing the contract.
※ This section describes the general support process and does not guarantee actual integration availability for any specific merchant. Please confirm the exact scope of support and fees through consultation.
Confirm contract eligibility for businesses registered in Korea
The integration method differs depending on whether sales are online-only or also include offline stores in the United Arab Emirates
Advance confirmation is needed as to whether your category falls under restricted industries per PaySafeCard's merchant policy
Confirmation is needed on compliance with the United Arab Emirates' payment and foreign exchange regulations (see official sources below)
PaySafeCard payments are finalized as soon as the amount is deducted from the prepaid balance, and UAE transaction amounts are generated in AED. Hecto Financial collects these in the local currency, converts them, and pays the Korean merchant in whichever currency — USD, KRW, or JPY — was set in the contract, with the cycle and fees following the contract terms. Given the nature of prepaid vouchers, refunds to the original payment method can be limited, so it is recommended to review the refund policy design together during the contracting stage.
The Hecto Financial team will work with you to review the payment method combination best suited to the United Arab Emirates market.
