Since its financial inclusion law, Uruguay has become one of South America's more mature payment markets, where card and digital payments are part of everyday life. With cards easy to link, PayPal account usage is also high, making it a low-barrier country for Korean merchants starting cross-border sales.
Uruguay's financial inclusion law institutionally encouraged electronic payment use, giving it one of the highest card and digital payment penetration rates in South America, and it's also a stable economy with relatively high per-capita income for the region. With most consumers already carrying a card, the barrier to opening and linking a PayPal account is low, and there's little resistance to paying for cross-border purchases.
Because the market has real purchasing power behind it, it's worth attempting cross-border sales even in higher-ticket categories like fashion, beauty, and electronics. Given that demand is concentrated in Montevideo, designing your shipping and CS policies around the capital region first can ease the operational load.
Uruguayan consumers, who have high card ownership, keep their credit or debit card linked to their PayPal account and complete payment on overseas sites with just a login and approval. The result is returned instantly to the merchant's checkout, and card-funded transactions go through PayPal's tokenization and risk screening, so sensitive information is never passed to the merchant.
Integrating through Hecto Financial lets a Korean company consider adopting PayPal without a separate local contract in Uruguay. Actual eligibility and terms — settlement cycle, fees, currency options — vary by merchant category and transaction volume, so confirmation with Hecto Financial's sales team is needed before contracting.
※ This section describes general support procedures and does not guarantee actual integration eligibility for any specific merchant. Please confirm exact coverage and fees through consultation.
Confirm contract eligibility for businesses registered in Korea
Integration method and priority vary depending on your mix of online sales channels — owned site, marketplace, mobile app, and so on
Advance confirmation is needed on whether your category falls under PayPal's merchant restrictions
Confirmation is needed on compliance with Uruguay's payment and foreign exchange regulations (see official sources below)
Proceeds from Uruguayan peso (UYU) payments go through a conversion process after local collection, and the merchant's account is credited in whichever currency — USD, KRW, or JPY — is specified in the contract. Settlement in currencies outside those three isn't supported. As this is a stable market, refunds are also handled predictably through the standard reverse-of-original-transaction process, though the processing deadline should be confirmed against contract terms.
Hecto Financial's team will work with you to design the right payment method mix for the Uruguayan market.
