Tuvalu is a microstate of only around 10,000 people, best known for the licensing revenue from its '.tv' country domain. It uses the Australian dollar (AUD), has no central bank of its own, and its card and online payment infrastructure is thin — this page should be read on the premise that PayPal usage may not be viable at all.
The fact that fishing license fees and '.tv' domain licensing income make up a large share of Tuvalu's national finances also implies, conversely, just how small the domestic consumer market is. The population is concentrated on Funafuti atoll, but commercial banking services remain basic, and few consumers hold cards usable for international payments. PayPal is also likely unsupported or restricted.
For a Korean merchant, there's little practical value in building a payment configuration specifically for Tuvalu — it's best treated as a reference point when reviewing coverage across the Pacific Islands as a whole. Until actual transaction data is available, it's safer not to assume any demand.
Where possible, the flow is: PayPal account login, approval via balance or linked card, receipt by Hecto Financial, currency conversion, and settlement to the merchant in the contracted currency of USD, KRW, or JPY. Because this entire flow depends on whether Tuvaluan consumers can actually open an account, support status should be confirmed before discussing integration.
Structurally, review is possible on the basis of your Korean entity alone, but because transactions targeting Tuvalu are rare, approval and settlement terms cannot be assumed in advance. If a transaction goes through, the amount received in AUD is converted and settled in whichever currency was set under the contract — USD, KRW, or JPY. Since both per-transaction amounts and transaction counts may be small in this market, whether the minimum settlement threshold is met can in practice matter more than the settlement cycle itself. Refunds are handled through PayPal's original-transaction cancellation process together with the exchange rate basis specified in the contract.
