Discover is a network with almost no local issuance base in Slovenia. We've outlined criteria for adopting it from the perspective of a complementary method that avoids losing visitors and residents who carry foreign-issued cards, such as those from the United States.
Slovenian consumers' wallets are filled with Visa and Mastercard cards, and the Discover network has essentially no local issuance base. Instead, the starting point for deciding whether to accept it is whether customers carrying Discover or Diners Club cards issued abroad, such as in the United States, land on Slovenia-related commerce or on a Korean merchant's site.
So it should be approached as a complementary offering rather than a primary method. For businesses in sectors where holders of foreign-issued cards regularly mix in, such as tourism and accommodation bookings or digital services with a high share of international customers, accepting Discover is worth considering as a way to eliminate one reason for payment decline.
When a customer enters their card number, the issuer approves the transaction through the Discover network, and online transactions may apply additional 3DS-based authentication (Discover ProtectBuy). For EEA-issued cards, PSD2's Strong Customer Authentication (SCA) requirement applies, while for cards issued outside the EEA, such as in the United States, the issuer's policy determines the authentication level. Approved proceeds are received in euros and follow Hecto Financial's settlement process.
Through Hecto Financial, Korean corporations can explore accepting Discover and Diners Club without a separate local contract. However, since this is a method centered on foreign-issued cards, the actual approval scope and terms (settlement cycle, fees, currency options) need to be confirmed before contracting.

Settlement follows a "collect in euros, then pay out in a chosen currency of three" structure. Hecto Financial collects and converts Discover proceeds generated from transactions destined for Slovenia in euros (EUR), and the Korean merchant receives payment in USD, KRW, or JPY, whichever currency was set under contract. Given the nature of foreign-issued cards, dispute and chargeback handling can take longer, so it's safer to allow extra time when communicating refund deadlines.
