Discover (including the Diners Club network) has almost no local issuance base in Europe, so it is hard to view it as a method for domestic Luxembourg consumers. However, Luxembourg is a city dense with EU institutions such as the European Court of Justice and the European Investment Bank as well as foreign financial firms, with a steady flow of expatriates and business travelers from the United States and elsewhere abroad, so the practical criterion for adoption is whether Discover and Diners cards issued abroad, held by these visitors, can be accepted.
It suits Korean merchants where foreign-issued card payments actually occur, such as accommodation and travel services or English-language-oriented online stores with a meaningful share of US customers, as a complementary method. If the goal is targeting local Luxembourg consumers, Visa, Mastercard, and PayPal should take priority.
Payments with a foreign-issued Discover card go through the same approval process as a standard card, and online transactions within the EU may be subject to additional authentication under the PSD2 SCA (strong customer authentication) requirement. Once the approved funds arise in euros (EUR), Hecto Financial receives and converts them, then settles them with the Korean merchant in whichever currency was selected among USD, KRW, or JPY.

Funds from a Discover transaction approved in euros (EUR) are received by Hecto Financial and then, after a conversion process, settled with the Korean merchant in whichever of USD, KRW, or JPY was selected at the time of contracting.
