This is a guide for businesses considering PayPal as a way to ease consumer anxiety about a first-time visit to a foreign online store, in Bulgaria's growing e-commerce market. It covers the characteristics of European PayPal, operated by a Luxembourg entity, and the receipt-and-settlement structure since the euro conversion.
Bulgaria is a market fresh off adopting the euro in January 2026, with e-commerce in a growth phase and use of foreign online stores rising alongside it. In a market where many consumers still have limited online shopping experience, PayPal's buyer protection—which lets shoppers avoid entering card details directly into an unfamiliar site—helps lower the psychological barrier to a first purchase. In Europe, the service is operated by PayPal (Europe) S.à r.l., a CSSF-licensed Luxembourg entity.
It is especially well suited to businesses selling product categories that Bulgarian consumers are encountering for the first time through cross-border shopping, such as Korean-brand cosmetics and fashion, or intangible goods with dispute potential, such as game and digital service subscriptions. The shift to unified euro-denominated pricing, which removes the need for consumers to calculate exchange rates themselves, is also a favorable change for cross-border sales.
When a consumer logs into their PayPal account and approves the payment, the amount is paid from the balance, card, or bank account linked to that account, and card details are never passed to the merchant. PSD2's Strong Customer Authentication (SCA) is handled at the PayPal login step. Hecto Financial receives and converts the approved amount in euros (EUR), then settles it to the merchant in Korea in the currency chosen at contract—USD, KRW, or JPY.
Through Hecto Financial, a merchant in Korea can consider accepting PayPal for the European market, including Bulgaria, without a separate local contract. Support availability and settlement cycle, fees, and currency options vary by industry and transaction structure, so confirm with the sales team before signing a contract.

The base currency before conversion is the euro (EUR). Hecto Financial receives the Bulgarian customer's PayPal payment in EUR, then converts and pays it out in the settlement currency chosen at contract—USD, KRW, or JPY—with the settlement cycle following contract terms. Because PayPal's dispute (case) process and EU refund requests under the 14-day withdrawal right can overlap, review the refund and dispute response timeframes together before signing the contract.
The Hecto Financial team will work with you to review a payment method mix suited to the Bulgarian market.
