Belarus, along with Russia, is a market directly subject to international sanctions, and PayPal account opening and use there is suspended or extremely limited. The local currency is the Belarusian ruble (BYN), but because sanctions have effectively cut off connections to Western payment networks, it is difficult to envision a scenario in which a Korean online business accepts PayPal payments from Belarusian consumers.

This document therefore does not address "which businesses this suits." Any merchant considering transactions related to Belarus must first confirm sanctions compliance (screening of counterparties, whether prohibited goods are involved) before even considering a payment method, and Hecto Financial does not list Belarus as a supported market. Whether there is any practical value in publishing this page at all is also subject to review.

A payment flow diagram does not apply to this market. For a PayPal payment to be completed, all of the following preconditions must hold: a consumer account, a linked card or bank account, and a functioning international settlement network — and in Belarus these conditions are not met due to sanctions. Reviewing authentication methods (such as SCA) or processing procedures only becomes meaningful once service is normalized.

Regardless of the general procedure of contracting on a Korea-based corporate basis, Hecto Financial does not support PayPal integration for Belarus. Fund flows connected to a sanctioned country can be blocked at the PG or bank level, and even attempting such a flow can itself create compliance risk for a merchant.

  Check PayPal's official policy documents for restrictions on opening and using accounts held by Belarusian residents

  Even if a payment goes through, it can be rejected or frozen at the international transfer or settlement stage

• Distinguishing customers residing abroad

  Customers of Belarusian origin who reside in a third country are judged separately, based on the payment environment of their country of residence

For the record, the settlement structure would formally read as follows. Assuming a payment could be completed, the amount generated in Belarusian rubles (BYN) would be collected by Hecto Financial, converted, and paid out to the merchant in Korea in one of USD, KRW, or JPY as selected in the contract. However, since this precondition is not currently met, it is accurate to understand that no collection, conversion, or settlement of funds from Belarus takes place. The current ISO currency code for the Belarusian ruble is BYN; BYR was the former code used before the 2016 redenomination.
